ECONOMIC DEVELOPMENT DIRECTOR

The City of Pelham is currently accepting applications for the full time position of Economic Development Director.  

SUMMARY: The Economic Development Director coordinates the City’s economic development activities and administers the City’s economic development program including prospect development, industry contacts, and negotiation with industry representatives at all levels to encourage business development in the City of Pelham. The Economic Development Director reports to the City Manager and serves as the secretary (ex officio) of any development organizations within the City as permitted by law (i.e., CDA, IDB).

  • Recruits commercial and industrial business developers through targeted marketing; meetings with developers, brokers, retailers and others to encourage business development opportunities in the City of Pelham.
  • Answers questions from prospective business partners on available properties in the City; zoning policies and processes as requested or as necessary to make business decisions.
  • Organizes activities; prepare solicitation letters to local and national businesses, including retailers; prepare information packets for distribution to perspective business clients; and prepare proposals for specific businesses targeted for location to the City of Pelham.
  • Implements economic development programs from researching state and federal economic development programs; monitors ordinances or legislations; fosters partnerships with industry representatives both internal and external to the city; recommends policy or program changes to the City Manager to increase effectiveness and efficiencies of the City’s economic development initiatives.  
  • Partners with the City’s Communications Manager to inform the residents of impending strategies or activities that may impact the Pelham community; provides assistance to the communications manager to create messaging relevant to Pelham businesses and economic development, updates media platforms and makes presentations to City Council, private or public partners to encourage local business development.
  • Leads negotiations on business partnerships or development agreements for commercial and industrial business development in the City, which may include tax abatement options or similar business development incentives; monitors agreements for compliance with state, local and/or federal regulations and works with the City’s finance department to ensure compliance with agreements.

EDUCATION/EXPERIENCE: Qualified applicants will have a Bachelor’s Degree in economics, business administration, marketing, or a closely related field, from a college or university and a minimum of five (5) years related professional experience required. An equivalent combination of education, training, and/or experience may be considered. 

  • Experience in fiscal planning, budget preparation, and economic development tools and incentives are required. 
  • Preferred qualifications include:  Graduate of an accredited university economic development institute, experience in coordinating community development activities and programs and demonstrated knowledge of workforce development strategies.   
  • The ideal candidate should be skilled in building and maintaining a broad and diverse spectrum of partnerships with City Officials, business leaders, financial institutions, developers, city departments, and the community.

COMPENSATION: The compensation range for this position is $83,345.27 - $108,746.67. The City of Pelham also offers an excellent benefits package and participates in Tier 1 of the Retirement Systems of Alabama.
